1Start with one
The documents index is the usual first stop. It is the one that makes every other file findable.
2Fill what you know
Blanks are fine. A half-filled index beats nothing at all, and you can finish it next time.
3Put it in the vault
Attach it to the letter that needs it. Encrypted at rest, delivered only if you stop checking in.
A filled template still needs somewhere to land.
